Why Ontario buildings need annual roof anchor inspections
Roof anchors are life-safety equipment. Under Ontario’s occupational health and safety framework — including expectations tied to O. Reg. 213/91 and the OHSA — anchorages used for fall protection and suspended access must be identified, inspected, maintained, and kept in a condition fit for use.
Industry practice for most commercial buildings is a visual inspection at least every 12 months, plus inspection after a fall event, major roof work, impact, or any damage. Uninspected or undocumented anchors create safety risk, insurance exposure, and the chance of stop-work orders when crews arrive for window washing, façade work, or maintenance.

Roof anchor testing and load testing in Ontario
Visual inspection is the annual baseline. Proof-load / deflection testing is required in specific situations — for example after installation, for certain adhesive (chemical) systems on a multi-year cycle, or when drawings and standards call for it.

What is a roof anchor inspection?
A structured check of each roof or fall-arrest anchor for damage, corrosion, wear, and proper connection to the structure, with written confirmation that the system is suitable for continued use (or what must be fixed first).
How often do roof anchors need inspection in Ontario?
Most commercial sites should plan on at least annually. Recertification cycles are often longer (commonly discussed around ten years, depending on the system). Inspect sooner after a fall, impact, roof replacement, or any visible damage.
What does O. Reg. 213/91 expect for anchorages?
Anchorages used for fall protection and related work must be identified, kept in safe condition, and capable of supporting the required loads. Documentation and testing help show that your building meets those expectations when auditors or contractors ask.
When is load testing required?
